Lawrenceville Housing Authority


Lawrenceville Housing Authority (LHA) is accepting sealed bids for construction services involving kitchen cabinet replacement in 39 units and vent hood replacement in 39 units at New Memorial apartments and Floyd Braswell Apartments in Lawrenceville, Georgia. A Pre-Bid Conference is scheduled at 10:00 am, on September 16, 2021 at the Lawrenceville Housing Authority office located at 502 Glenn Edge Drive, Lawrenceville, GA 30046. All potential bidders are encouraged to attend this conference as we you will also have the opportunity to visit the units on that date.


Bids will be received until 10:00 am EST on the 5th day of October, 2021, at the main office of the Housing Authority at 502 Glenn Edge Drive, Lawrenceville, GA 30046. At that time, all bids received will be publicly opened and read aloud.


Proposals submitted by mail should be addressed to the Housing Authority at the address set out above and plainly marked as indicated in the "Instructions to Bidders," contained within the bid documents.

A certified check, or bank draft, drawn on a bank or trust company insured by the Federal Deposit Insurance Corporation made payable to the Owner or a satisfactory Bid Bond, executed by an acceptable surety on the Bid Bond Form contained in the Specifications in an amount equal to five percent (5%) of the bid shall be submitted with each bid. The successful bidder will be required to furnish and pay for satisfactory Performance and Payment Bond(s) in the amount of 100% of the contract amount.


The Owner reserves the right to reject any or all bids and to waive any informalities in the bidding.


No bids may be withdrawn for a period of sixty (60) days subsequent to the opening of bids without the consent of the Owner.


The General Contractors submitting bids or being considered for this work shall be licensed "as applicable."   Failure to do so where applicable shall disqualify the bid.


All contractors shall be required to comply with the equal employment requirements of the Federal Government. Minority and female owned firms are encouraged to participate in this federally funded project.


In order to assure that Bidders received all addenda and or clarifications to the bid documents in a timely manner, it is highly recommended that all bidders obtain at least one complete set of Bid Documents directly from Lawrenceville Housing Authority. Entities that do not obtain Bid Documents from this source will not receive addenda and or clarifications to the bid documents directly from LHA. Bidders relying on plan rooms or other services to obtain the Bid Documents, rather than obtaining them directly from the source are doing so at their own risk.


The Gwinnett Housing Corporation (GHC) was awarded grant funds from the Department of Community Affairs (DCA) {for the Community HOME Investment Program, or CHIP}, and the City of Lawrenceville in order to facilitate the repair of homes of income-eligible homeowners who have received a property violation from the City of Lawrenceville’s Planning and Development Department’s Code Enforcement. GHC needs General Contractors for repair/rehabilitation work of ten homes over the next 2 years. The repairs will generally be no more than $49,000. Gwinnett Housing Corporation’s minority and women’s business enterprise outreach goal is to ensure the inclusion, to the maximum extent possible, of entities owned by minorities and women in DCA’s HOME program in order to provide affordable housing authorized under the HOME program.
